These programs often adopt names that evoke rehabilitation and growth, such as “boot camps,” “behavioral modification schools,” “wilderness therapy,” “secured group homes,” “residential treatment centers”and the discredited “conversion therapy.” They strategically present themselves as therapeutic providers to vulnerable parents, recommending therapists, overburdened state and judicial agencies, and profit-driven insurance companies.
However, a stark and devastating reality often lies beneath this veneer of care. Instead of offering evidence-based therapeutic interventions grounded in compassion and science, numerous of these programs inflict a catalog of maltreatment upon the children in their care. This abuse manifests in various brutal forms, including physical violence, relentless verbal degradation, and the trauma of sexual abuse.
Isolation becomes a weapon, severing crucial support systems. Forced hard labor, often under harsh conditions, replaces therapeutic activity. Chemical sedation is used as a means of control rather than medical necessity. Basic human needs like adequate sleep and sufficient food are weaponized through deprivation. Aggressive and psychologically damaging techniques like “attack therapy” and the scientifically debunked “aversion therapy” are employed, leaving lasting scars on the young individuals entrusted to their care.

Complaint Reporting Challenges
Currently we are of the opinion that an RTC needs to be closed down in Utah. In the process of working with a parent that has spent a month preparing a complaint for Utah State Human Services, for their RTC licensing division about Wildflower Mountain Ranch Residential Treatment Center. It’s a very difficult process. While we found 25 alleged RTC regulation violations, we must prove they are serious and excessive. The document evidence file of 50,000 words (the size of an average book) has been written to pursade them that a handslap is NOT acceptable in this case. We are concerned they still may not take appropriate action, because the facility is only about two years old. Age of an RTC, should not matter. doing the right thing to protect vulnerable youth is what should matter.
That Utah licensing department is especially lenient to facility owners, but not to the duty to protect the young girls and boys that are reliant upon them for protection as much. RTC owners take advantage of that leniency. They make assumptions that they can get away with it, because so many RTCs in Utah have for far too long. The department tends to give them too many chances, by sending out “corrective letters” and take only minor actions, when license suspention and revocation are needed.
Hopefully, with all the documentation proof and with so many regulation violations, alleged fraud, and other alleged illegal actions in our opinion, we hope the Utah RTC licensing department will act responsibily with strong leadership and integrity to revoke their license immediately.
